Mr Romulo L. Neri, the 15th person to head the private sector's pension fund, took over the leadership of SSS on August 1, 2008 and is the first SSS administrator to be given Cabinet Secretary ranking by virtue of Administrative Order 232, issued by President Gloria Macapagal-Arroyo, which also designated him as head of the National Social Welfare Program (NSWP). |

As head of the NSWP, he is given the responsibility to consolidate and harmonize the social welfare activities of government agencies such as the Department of Health, Department of Social Welfare and Development, Philippine Health Insurance Corporation, the Government Service Insurance System, and the SSS. |
Mr Neri holds a degree in business administration, major in marketing, from the University of the Philippines, graduating magna cum laude and class valedictorian. He also holds a Master in Business Administration degree, major in finance, from the University of California at Los Angeles. Prior to joining government, he was associate professor at the Asian Institute of Management, and corporate planning and finance officer of several private companies, such as Canlubang Sugar Estate, Canlubang Pulp and Manufacturing Corp., C-J Yulo and Sons, Philippine National Oil Company, Luzon Stevedoring Corp., and Mobil Oil Philippines. His first government position was as director of the Congressional Planning and Budget Office of the House of Representatives in 1990. President Arroyo appointed him as secretary of Budget and Management in 2005, then as director general of the National Economic Development Authority, and later as CHED Chairman. |
